An embodiment of the present invention relates to: a biodegradable polyester resin composition including a specific diol component and a dicarboxylic acid component, and thus having improved biodegradability, cold resistance, strength, and processability; a biodegradable polyester film; and a method for manufacturing same. The polyester resin composition can improve all of biodegradability, cold resistance, strength, and processability compared to conventionally used biodegradable polymer resins, and thus can exhibit excellent properties when applied to various fields such as films, packaging materials, and non-woven fabrics.
