Proposal for Rules amending the Rules on packaging and packaging waste

This proposal for Rules amending the Rules on packaging and packaging waste changes the definition of a ‘beverage’ by including milk and liquid dairy products in the existing definition, thereby adding the packaging of milk and liquid dairy products and packaging of beverages with volume equal to 0.2 l into the existing national ‘deposit-refund system.’ For the purposes of harmonisation with the national Act on Sustainable Waste Management, the definition of a ‘producer’ is changed. It also changes the provisions related to the provider of the public service of collection of mixed and biodegradable municipal waste who participates in the packaging waste collection system, so that the public service provider is entitled to a fee from the Environmental Protection and Energy Efficiency Fund (the Fund) for covering costs of separate collection and classification of packaging waste based on the amount collected and delivered to the processor. Also, a provision is added which lays down that the collector is also entitled to a fee from the Fund for packaging waste it exported for processing outside of the Republic of Croatia with prior approval of the Fund.
